Tighe & Bond's Bibeau honored with two awards

SPRINGFIELD – Jeffrey Bibeau, a registered environmental manager (REM) and environmental compliance group leader at Tighe & Bond, received two recognition awards at the Toxics Use Reduction Institute's 2013 Champions of Toxics Use Reduction (TUR) awards ceremony last month at the Massachusetts State House in Boston.

Established by the Massachusetts Toxics Use Reduction Act (TURA) of 1989, the Toxics Use Reduction Institute provides resources and tools to help make the Commonwealth a safer and more sustainable place to live and work. These awards recognize outstanding leaders who have reduced toxic chemical use in Massachusetts through innovation and outreach.

Bibeau, a certified TUR planner, is the first individual to receive the TUR Planner Champion Award from the Toxics Use Reduction Institute (TURI) located at the University of Massachusetts, Lowell. TURI recognized him for demonstrating environmental leadership in TUR by educating future TUR planners, improving the TUR process, and demonstrating the highest standards of excellence in TUR planning. Commissioner of the Department of Environmental Protection, Kenneth Kimmell, and Secretary of Energy and Environmental Affairs, Richard K. Sullivan Jr., attended the ceremony to congratulate Bibeau and the other award recipients on their achievements. Also in attendance were state Sen. Marc R. Pacheco and state Rep. Anne M. Gobi, co-chairs of the Joint Committee on Environment, Natural Resources and Agriculture.

In addition, state Sen. Michael Knapik presented Bibeau with an official citation for his efforts in making the Commonwealth a safer place to live and work.

"We are very proud that Jeff Bibeau is the first TUR planner in Massachusetts to receive this award," David Pinsky, Tighe & Bond president, said. "An employee at our firm since 1988, Jeff has been at the forefront of making toxics use reduction a reality in Massachusetts for more than 20 years."

As a certified TUR planner, Bibeau has been an invaluable resource in training new TUR planners – both as an instructor in the intensive TUR planner training course, and as a contributor to TURI's continuing education conferences. He has delivered numerous environmental compliance presentations throughout the country, most recently for the National Registry of Environmental Professionals on EPA Boiler Emissions Standards in Las Vegas, Nev.

He also has prepared and certified hundreds of TUR plans for industries as diverse as metal finishing, plastics manufacturing, flexographic printing, paperboard manufacturing, power plants, wire and cable manufacturing, and circuit board manufacturing.

During his 30 years of professional experience, Bibeau has managed many projects associated with comprehensive environmental audits, air emissions permitting/modeling, waste site remediation, hazardous waste elimination, wastewater and water permitting, and risk management planning.

A resident of Holyoke, Bibeau holds a bachelor of science in civil engineering from the University of Massachusetts.

He is also a member of the American Society of Civil Engineers, the National Association of Metal Finishers, Printing Industries of New England, the Western Massachusetts Society of Engineers, and the Wood Products Manufacturing Association.
