East Longmeadow Planning Board waives site plan for Frigo’s expansion

Date: 3/1/2018

EAST LONGMEADOW –  At the East Longmeadow Planning Board meeting on Feb. 20, the Planning Board voted to waive various site plans, one of them being that of Shaker Road’s Frigo’s Gourmet Foods, which is gearing up for expansion into the former Greater Springfield Credit Union building.

Frigo’s has been serving Western Massachusetts communities as an Italian grocery store since the 1950s, selling cheese, wines, imported groceries, prepared foods, homemade gift baskets and offering a gourmet deli.  In addition, the business caters for various functions. Originally, Frigo’s Foods opened their Springfield location and then expanded into East Longmeadow at 159 Shaker Rd. With this expansion, the business will also occupy 157 Shaker Rd.

Planning Board Chair George Kingston questioned the site plan as it was presented, as it showed a “dining room” space that had four tables and eight chairs.  Kingston asked the board if these tables and chairs would categorize the location as a restaurant, in which case it would need to be under special permit.

After some discussion, the Board found that the town’s Building Inspector Kevin Duquette had reviewed the site plan and felt that this would not make Frigo’s a standalone restaurant, as the majority of use for the location is as a delicatessen.

Planning Board member Tyde Richards then explained the only changes to the outside to the location would be the movement of the entrance.  The Board then moved to waive the site plan.

As the Board moved forward, they then approved a site plan waiver for the business, 28Printz, an embroidery and screen-printing for apparel shop.  28Printz plans to move into 173B Shaker Rd., which was the location that adult store Adam and Eve had formally proposed to occupy in Fall 2017.

“It’s a good location, and it’s an allowed use in the district,” Kingston said of the location chosen for 28Printz.
