Town receives RFQs for municipal space study

EAST LONGMEADOW — The Town of East Longmeadow received six responses to its Request for Qualifications (RFQ) for a municipal space study.

Roy S. Brown Architects of Wilbraham, Jacunski Humes Architects LLC of Berlin, Conn., Reinhardt Associates Inc. of Agawam, Allegro Interior Architecture of Boston, Tecton Architects of Hartford, Conn., and CDR Maguire of Boston all delivered their submissions to the Board of Selectmen's office.

"All of the firms were in compliance with our [Jan. 3] deadline," Town Administrator Nick Breault told members of the Designer Selection Committee at its Jan. 4 meeting.

The use of $30,000 was approved at the Oct. 1, 2012 Special Town Meeting for a study that will help the Board of Selectmen determine the space needs of each municipal department — excluding schools — in order to develop a plan to streamline efficiency.

The RFQ stated the study would include "an assessment of existing conditions and projected needs up to 15 years, prioritization of rehabilitation needs, and recommendations to address current and projected needs, including cost estimates."

Breault explained to the committee that he would dispense evaluation sheets to each member that would be used to grade the submissions.

"The proposals will be ranked based on a composite of each member's evaluation," he said. "Once they are ranked, we will open the price proposals, which are kept separate."

Any proposal that exceeds the $30,000 figure approved by the Town Meeting would be thrown out, he added.

Once the committee determines the most suitable company, it would make a recommendation to the Board of Selectmen.

Ryan Quimby, Information Technology director and member of the committee, suggested reconvening on Jan. 16 at 10 a.m. in order to have a recommendation to the selectmen by its Jan. 22 meeting.
