BRIMFIELD – Brimfield residents will vote on 38 warrant articles during Annual Town Meeting on June 13.
The meeting will take place at 6:30 p.m. at the Brimfield Winery, 35 Main St.
Article 1 is a request to hear reports of the officers and agents chosen by the town.
Articles 2 through 5 are citizens petitions, all of which pertain to adding articles for the next Annual Town Meeting.
Article 6 is a request to establish fiscal year 2023 (FY23) spending limits for the revolving funds.
Article 7 pertains to raising and appropriating a sum of money for various elected town officers for the ensuing fiscal year. This will go from July 1, 2022, to June 30, 2023.
Article 8 is a request to raise and appropriate a sum of money for various departments and activities of the town, payment of debts and defraying of expenses of the ensuing fiscal year [July 1, 2022, to June 30, 2023] and direct how the funding should be spent.
Article 9 is a request to raise and appropriate or transfer from available funds, a sum of money to pay unpaid bills or overdrawn accounts for FY22.
Similarly, Article 10 is a request to raise and appropriate or transfer from available funds, a sum of money to pay unpaid bills or overdrawn accounts for any fiscal year prior to FY22.
Article 11 is pursuant to Chapter 420 of the Acts of 2010. It is a request to limit expenditures from the Brimfield Flea Market Fund for administrative, operating, maintenance and emergency services to an amount not more than $150,000 for FY23. Any funds remaining in the account over $50,000 for FY23 will be moved to the General Fund.
Article 12 is a vote to accept the sum of $278,281 or any other amount, to be made available to the town by the Massachusetts Department of Transportation Highway Division. If approved, the funds will be used for qualifying projects on state approved roads and Chapter 90 projects in the town of Brimfield according to state contract.
Article 13 is a request to authorize the highway surveyor to enter into contracts for the usual and customary operations of public works including the care and upkeep of town ways and bridges.
Article 14 pertains to raising and appropriating or transferring from available funds, a sum of money to be used in conjunction with and in addition to any funds allotted by the commonwealth for the construction, reconstruction and improvement of town roads.
Article 15 is a request to authorize the treasurer with the approval of the selectmen to borrow money in anticipation of reimbursements from allotments by the state and country for highways, including bridges.
Article 16 is a request to authorize the treasurer with the approval of the selectmen, to borrow money from time to time, in anticipation of revenue, grants and reimbursements from state and federal agencies in the fiscal year beginning July 1, 2022.
Article 17 is a request to authorize the Board of Selectmen, as required by Chapter One, Section 5.1 of the town bylaws to enter into contracts for general insurance, workers’ compensation insurance, medical benefit insurance and ambulance services within the scope and requirements defined by Massachusetts General Law (M.G.L) Chapter 30B as amended.
Article 18 is a vote to raise and appropriate, or otherwise transfer from available funds, the sum of $30,000 to the Treasurer’s Department for the purpose of paying costs associated with the tax tile process.
Article 19 is a request to raise and appropriate, or transfer from available funds, the sum of $500 to be added to the Conservation Fund.
Article 20 is a request to raise and appropriate, borrow, or fund the sum of $50,000 to be expended by the Board of Selectmen for the purpose of repairs, maintenance, renovations and weatherization of municipal buildings and/or structures, other than schools, owned by the town of Brimfield, and including any incidental and related expenses.
Article 21 is a request to transfer the sum of $11,983 received from the Thames River Grant to the Lake Sherman Weed Control Account. If approved, the funding will be expended by the Board of Selectmen, for aquatic vegetation management to control the growth of milfoil in Lake Sherman, including all incidental and related expenses.
Article 22 is a request to raise and appropriate, borrow, or otherwise fund the sum of $55,000 to be expended by the Highway Surveyor subject to the requirements of applicable public bidding laws. The purpose of this is to purchase a new pickup truck with a plow. This is pursuant to the town’s Capital Expenditure Plan.
Article 23 refers to raising, appropriating, borrowing or funding the sum of $150,000 to be expended by the highway surveyor subject to the requirements of applicable public bidding laws, for the purpose of purchasing a new/used dump truck with a plow and sander. This is also pursuant to the town’s Capital Expenditure Plan.
Article 24 is a request to raise and appropriate, borrow or vote to transfer the sum of $18,000 from the Capital Purchase Stabilization Fund, to be expended by the chief of police, subject to the requirements of applicable public bidding laws, for the purchase of two new Yamaha ATVs and a trailer or any other type of all-terrain vehicle(s) and necessary accessories for use by the Brimfield Police Department as a specialized patrol vehicle.
Articles 25 and 26 are requests to accept the provisions of General Laws.
Similarly, Articles 27 through 30 pertain to amending the General Bylaws.
Article 31 is a request to amend Section 7 of the Zoning Bylaw.
Article 32 is a request to amend the General Bylaws of the town of Brimfield, to rename the Board of Selectmen to the Select Board.
Article 33 is a request to increase the number of voting members on the Historical Commission from seven to 11 members.
Article 34 is a request to raise and appropriate, borrow, or transfer $50,000 from available funds to be expended by the Facilities Study Committee. This is subject to the requirement of applicable public procurement laws, for the development, planning and design of preliminary plans and specifications relative to the possible renovation, replacement, demolition, alteration or construction of the Town Hall, Town Hall Annex, Library and Senior Center.
Article 35 is a request to raise and appropriate or transfer from available funds, a sum of money to pay principal and interest due in FY23 on funds borrowed for the Facilities Building Project, Article 22, voted at the May 21, 2018, Annual Town Meeting.
Article 36 refers to raising, appropriating and transferring the sum of money from free cash, to be added to the Capital Purchase Stabilization Fund.
Article 37 is a request to transfer a sum of money from free cash and a sum of money from the Assessor’s Overlay Surplus, or from any other available funds, to reduce the tax rate FY23 or for any other purpose.
Lastly, Article 38 is a request to transfer the sum of money from available funds to the Stabilization Fund.
The Brimfield Annual Town Election is set to take place on June 21. Registered voters in town are encouraged to visit the Town Hall, 21 Main St., between the hours of 12 and 8 p.m. to cast their ballot.
Incumbent Michael Miller is running unopposed for a one-year term as moderator.
Incumbents Michael Doyle and Paul McCarthy are running for re-election for the Board of Selectmen, along with George Adams Jr. and Anthony Soto. Only two candidates will be elected to fill the three-year term seats.
Carolyn Haley, incumbent, is running unopposed for a three-year term for the Board of Assessors.
Tammi Wallace Wood, incumbent, is running unopposed for a three-year term on the Board of Health.
Joseph Michael Venezia is running for a three-year term on the Elementary School Committee. The second seat is unfilled.
Incumbent David Killian is running unopposed for a five-year term on the Planning Board.
Incumbent Zachary Lemieux is running unopposed for a three-year term on the Cemetery Commission.
Lemieux is also running for a one-year term as tree warden.
Library Trustee incumbents Mary Ann Santella and Jessica Schmid are running for three-year terms.
Sarah Meitzler, incumbent, is running for a three-year term as Harding Fund Trustee.
Richard Sieweck, incumbent, is running for a three-year term as Lincoln Fund Trustee.
Incumbent Sheila Noyes-Miller is running for a three-year term on the Tantasqua School Committee.
