WEST SPRINGFIELD – The West Springfield Conservation Commission hosted a remote public hearing for an installation of drywell for roof drains at 946 Elm St.
Nicholas Graveline, one of the partners and owners of the property presented.
The hearing was in regard to a request for determination of applicability submitted by 946 Elm St. LLC for work to dig a dry well for infiltration of roof rainwater and drainage at the northeast corner of 946 Elm St. adjacent to Eldredge Avenue.
The property has no gutters on it and as a result the water has been coming in, in several places causing some rotting of wood. Work to occur within the Riverfront resource area of Piper Brook, also known as Barker Brook.
The purpose of this review and determination was stated to prevent, minimize and mitigate impacts upon the eight interests of the Wetlands Protection Act. No work is to be done within 50 feet of Piper Brook.
The work on the property should be scheduled up to avoid periods of heavy rainfall. Soils exposed for more than a day or during periods of rainfall should be covered with erosion control blankets.
Graveline stated the work should take about a day to complete.
The drywell will be installed as close to Eldredge Avenue as permitted by the Department of Public Works or flush with existing grade to avoid areas of bordering land subject to flooding located on the property.
The space will continue to be used as storage.
The motion was approved with a negative three determination with conditions as stated.
“I want people to see this as a progress and clean it up. I want to turn it into something positive and generate tax revenue for the city,” Graveline said.
