CHICOPEE – Nearly 200 private ways are now officially city streets, which will mean additional Chapter 90 highway funds from the state.
On Sept. 1, the City Council accepted the list of private ways and Department of Public Works (DPW) Superintendent Jeffrey Neece said the list was “the easy ones.”
He added the acceptance of the streets was “significant.” To the Commonwealth, more accepted streets means more allocations of highway funds. Neece couldn’t say exactly how much the new streets would bring the city as the amount the city receives varies from year to year, but it could in tens of thousands of dollars.
He explained to Reminder Publications there are legal requirements for thoroughfares to be accepted in terms of maps and locations. The list submitted to the City Council for approval has the necessary requirements to be registered at the Hampden County Registry of Deeds.
What are left are streets that do not have the maps and the DPW will have to undertake the engineering work to legally establish the locations. Neece believes his department will probably need additional appropriations to fund this effort.
Neece said for a city Chicopee’s size to have hundreds of streets classified as private ways was not intended. He said what should have happened is when subdivisions were built the streets they created should have gone through the acceptance process but they were not.
The process the city is now going through is “more of an administrative housekeeping,” Neece said. “It’s a good thing,” he added.
The city historically has been servicing the private ways with plowing and trash removal, which Neece explained was in the interest of public safety.
