School Department lists FY13 Capital Budget requests

WEST SPRINGFIELD — Roof repairs, painting, new floors and new computers were all part of the West Springfield Public School’s fiscal year 2013 (FY13) Capital Program Budget requests approved by the School Committee at its Oct. 11 meeting.

In total, the committee approved the submission of $1.7 million in capital improvements to the elementary and middle schools by a vote of 5-0. The requests must now be reviewed and approved by the Planning and Construction Committee and the Capital Planning Committee before being submitted for approval by West Springfield’s new mayor sometime early next year.

“There are a total of 10 items on the list,” Acting Assistant Superintendent Kevin McQuillan said. “Not all are building repairs ... a couple of them are new ones, a lot of them are things that have been asked for before.”

Among the capital requests is $360,000 to replace floor tiles throughout the building at Fausey Elementary School, $120,000 for painting projects at all six elementary school buildings and $110,000 for paving projects at the West Springfield Middle School and Fausey Elementary School.

There are also requests for $130,000 for masonry repairs and $140,00 for repairs to the portable classrooms at Ashley Elementary School, $150,000 to install a total of 200 new computers at various schools and $350,000 to replace the roof and chimney at Cowing Elementary School.

McQuillan said School Department administrators are considering applying for Green Repair Project funding from the Massachusetts School Building Authority for the roof repairs at Cowing.

According to documentation provided by McQuillan, the department’s FY13 Capital Program requests do not include the cost of projects under the town’s Master Plan or those under performance contract. It also shows that the Fausey floor project and elementary school painting projects were carryovers from the FY12 Capital Program Budget, and that requests to replace old steam lines at Coburn and Cowing schools, as well as to install low-flow plumbing at all schools, were carried over from the FY10 budget.

The Facilities Subcommittee and School Superintendent Russell Johnston both approved the list prior submission to the School Committee for approval.

McQuillan said that the Planning and Construction Committee was expected to review the department’s capital requests at its Oct. 17 meeting, and the Capital Program Planning Committee is expected to discuss those recommendations at it Oct. 27 meeting.

The Capital Program Planning Committee meets in the Tatum Room on the second floor of the Municipal Building, at 6:30 p.m. The meeting is open to the public.
