Wilbraham PD releases sex offenders list

WILBRAHAM -- Under Massachusetts General Law Chapter 6 Section 178C through 178P, when the Wilbraham Police Department receives notice from the Massachusetts Sex Offender Registry Board that a Level 3 offender lives in Wilbraham, the department is required to register the offender and disseminate his/her information upon request. If the offender works in Wilbraham, the department is required to disseminate his/her information upon request.

The department is also required to perform community notification by informing individual members of the public and organizations that are likely to encounter the sex offender. Wilbraham Police Department released the following information:

Charles Matthew Rudy, 7 Evangeline Drive, Wilbraham, date of birth: June 22, 1945, male, white, 5'9", 125 lbs, hazel eyes, brown hair. Conviction date(s)/offenses committed: June 30, 2003, rape and abuse of child; June 30, 2003, indecent assault and battery on a person aged 14 or older.

Michael T. Poirier, 127 Oklahoma St, Springfield, date of birth: December 3, 1957, work address: 2460 Boston Post Road, Wilbraham, 127 Oklahoma St., Springfield, 2460 Boston Road, Wilbraham, male, white, 5'8", 178 lbs, hazel eyes, brown hair. Conviction date(s)/offenses committed: March 26, 1999, indecent assault and battery on a person aged 14 or older.

Warren Patrick Fay, 1035 Homestead Avenue, Holyoke, date of birth: July 30, 1951, work address: 176 Cottage Ave., Wilbraham, male, white, 6'01", 280 lbs., green eyes, gray or partially gray hair. Conviction date(s)/offenses committed: March 21, 1997, incestuous marriage or intercourse; March 21, 1997, rape; March 21, 1997, dissemination of matter harmful to minors; March 21, 1997, open and gross lewdness and lascivious behavior; March 21, 1997, indecent assault and battery on a person aged 14 or older; March 21, 1997, indecent assault and battery on child under 14 years of age; March 21, 1997, rape of child with force.

Sex offender registry information shall not be used to commit a crime or to engage in illegal discrimination or harassment of an offender.

Any person who use information disclosed pursuant to M.G.L. 6, 178C-178Q for such purposes shall be punished by not more than two and one half (2 1/2) years in a house of correction or by a fine of not more than one thousand dollars ($1,000) or both (M.G.L. C.6, 178N). In addition, any person who used registry information to threaten to commit a crime may be punished by a fine of not more than one hundred dollars ($100) or by imprisonment for not more than six (6) months (M.G.L. C. 275, 4).
