Chester hunting restrictions, $3.46M budget to be decided June 13

CHESTER – Voters in Chester will decide on 21 articles on the warrant for the Annual Town Meeting June 13 at 7 p.m. at Chester Town Hall.

The first major article is Article 3, which would pass the town’s fiscal year 2023 operating budget, which totals $3,457,779 and requires a simple majority vote.

Article 7 would approve the alternate assessment from the town to the Gateway Regional School District, totaling $1,668,209.

Article 8 would approve the statutory assessment for the Gateway Regional School District from Chester, which totals $1,572,329. Both assessments to the district require a simple majority to pass.

Article 13 would establish a five-member volunteer Energy Committee in Chester to review the town’s opportunities for reducing fuel costs through renewable forms of energy, investigating further energy storage, and investigating the possibility of merging the Chester Municipal Electric Light Department with a larger electric utility.

Article 20 would authorize the Board of Selectmen to petition the state Legislature to make Chester’s Board of Assessors appointed rather than elected, to take effect as each of the current assessors’ terms expire.

Article 21 would pass a bylaw making it illegal to hunt on private property in Chester without the written permission of the property owner. The written permission would have to be displayed on the dashboard of the hunter’s parked vehicle while hunting. Fines would be $100 for the first offense and $200 for a second offense in a 24-month period.
